Mr. Cooke has been supporting appliance and commercial equipment efficiency standards by analyzing life-cycle benefits and costs, forecasting equipment shipments, and estimating the cumulative energy saving and emissions reduction potential of more efficient technologies. His research has contributed to many rulemaking documents, including commercial water heaters, fluorescent lamp ballasts, commercial refrigeration equipment, automatic commercial ice makers, and residential air conditioners.

Before joining PNNL in 2010, Alan's career included working for an electric utility, a non-utility load-serving entity, and a management consulting firm. He has developed retail electric and water rates for numerous utilities, wholesale electric transmission rates, prices for other utility services, and pricing products specific to individual electric customers. He led a utility program developing tools and procedures to comply with national electric reliability standards. He also analyzed demand-side management resource cost effectiveness and assisted in integrated resource planning for several utilities.
